The entity created to administer the resources of the National Housing Fund shall determine the sums to be allocated to the financing of programs of dwelling houses intended to be acquired as property by employees, and those to be applied to the acquisition, construction, repair or improvement of said houses, as well as to the payment of liabilities incurred for these purposes.
When applying the resources, they shall be distributed equitably among the different regions and localities of the country, as well as among the various enterprises or groups of employees.
For the individual granting of credits, a system of draws shall be used where necessary, in the terms established by the law referred to in Article 139.
