A legal bid is one that covers two thirds of the appraisal. The person who appears as bidder must submit his bid in writing and present a deposit certificate issued by the National Savings and Financial Services Bank (Banco del Ahorro Nacional y Servicios Financieros, BANSEFI), or an equivalent institution, for the amount of ten percent of his bid.
