Article 74 Political Constitution of the United Mexican States

The exclusive powers of the Chamber of Deputies are:

I.To issue the Solemn Proclamation to make known throughout the Republic the declaration of President Elect that the Electoral Court of the Federal Judiciary has made;

II.To coordinate and evaluate, without prejudice to its technical and management autonomy, the performance of the functions of the Superior Audit Office of the Federation, in the terms that the law provides;

III.To ratify the appointment that the President of the Republic makes of the Secretary of the branch on matters of the Treasury, unless a coalition government is opted for, in which case the provisions of section II of article 76 of this Constitution shall be observed; as well as of the other superior employees of the Treasury;

IV.To approve annually the Budget of Expenditures of the Federation, after examination, discussion and, where appropriate, modification of the Project sent by the Federal Executive, once the contributions that, in its judgment, must be decreed to cover it are approved. Likewise, it may authorize in said Budget the multi-year expenditures for those infrastructure investment projects that are determined in accordance with the provisions of the regulatory law; the corresponding expenditures must be included in the subsequent Budgets of Expenditures.

The Federal Executive shall send to the Chamber the Initiative of Revenue Law and the Project of Budget of Expenditures of the Federation no later than 8 September, and the corresponding Secretary of Office must appear to account for them. The Chamber of Deputies must approve the Budget of Expenditures of the Federation no later than 15 November.

When it assumes office on the date provided by article 83, the Federal Executive shall send to the Chamber the initiative of Revenue Law and the project of Budget of Expenditures of the Federation no later than 15 November.

There may be no secret items in the Budget of Expenditures of the Federation.

The deadline for submission of the initiative of Revenue Law and of the Project of Budget of Expenditures may only be extended when there is a request of the Executive sufficiently justified in the judgment of the Chamber or of the Permanent Commission, and the corresponding Secretary of Office must in all cases appear to report the reasons that motivate it;

V.To declare whether or not there are grounds to proceed criminally against the public officials who have incurred a crime in the terms of article 111 of this Constitution.

To hear the imputations that are made against the public officials referred to in article 110 of this Constitution and to act as the body of accusation in the impeachment proceedings (juicio político) that are instituted against them.

VI.To review the Public Account of the preceding year, with the object of evaluating the results of the financial management, verifying whether it has conformed to the criteria indicated by the Budget and verifying compliance with the objectives contained in the programs.

The review of the Public Account shall be carried out by the Chamber of Deputies through the Superior Audit Office of the Federation. If from the examination that the latter carries out discrepancies appear between the amounts corresponding to the revenues or to the expenditures, in relation to the respective concepts and items, or there is no exactness or justification in the revenues obtained or in the expenses made, the responsibilities shall be determined in accordance with the Law. In the case of the review of compliance with the objectives of the programs, said authority may only issue the recommendations for the improvement in the performance of the same, in the terms of the Law.

The Public Account of the corresponding fiscal year must be presented to the Chamber of Deputies no later than 30 April of the following year. The deadline for submission may only be extended in the terms of section IV, last paragraph, of this article; the extension must not exceed 30 calendar days and, in such case, the Superior Audit Office of the Federation shall have the same additional time for the presentation of the General Executive Report of the result of the Superior Audit of the Public Account.

The Chamber shall conclude the review of the Public Account no later than 31 October of the year following its presentation, based on the analysis of its content and on the technical conclusions of the General Executive Report of the result of the Superior Audit, referred to in article 79 of this Constitution, without detriment to the fact that the processing of the observations, recommendations and actions promoted by the Superior Audit Office of the Federation shall continue its course in terms of the provisions of said article.

The Chamber of Deputies shall evaluate the performance of the Superior Audit Office of the Federation and for that purpose may require it to report on the evolution of its audit work;

VII.To approve the National Development Plan within the period that the law provides. In the event that the Chamber of Deputies does not rule within said period, the Plan shall be understood as approved;

VIII.To designate, by the vote of two thirds of its members present, the heads of the internal control organs of the organisms with autonomy recognized in this Constitution that exercise resources of the Budget of Expenditures of the Federation, and

IX.The others that this Constitution expressly confers on it.
