The provisions contained in the first two paragraphs and in the first case of the third paragraph of the preceding article shall not operate when the proceedings are carried out after one half of the lapse necessary for the prescription has elapsed.
The period that Article 107 fixes for the complaint or another equivalent requirement to be satisfied is excepted from the preceding rule.
