From three to five years of imprisonment and fine of from three hundred to five hundred pesos shall be imposed, on anyone who inflicts an injury that perturbs forever the sight, or diminishes the faculty of hearing, hinders or weakens permanently a hand, a foot, an arm, a leg, or any other organ, the use of speech or any of the mental faculties.
