To determine the percentage referred to in the preceding article, the National Commission shall carry out the investigations and perform the studies necessary and appropriate to know the general conditions of the national economy and shall take into consideration the need to promote the industrial development of the country, the right of capital to obtain a reasonable interest and the necessary reinvestment of capital.
