Article 654 Federal Labor Law
TITLE THIRTEEN. Representatives of Employees and Employers · CHAPTER I. On the procedures for designation of representatives of employees and employers

For the purposes of the preceding articles, the employees and employers shall form the following registers:
I.The labor unions shall form the register of their members who satisfy the requirements of Article 652, section I, subparagraph a);
II.The free employees shall form the register of the employees who participate in the appointment of the delegate;
III.The employers' unions shall form the registers of the employees in the service of their members; and
IV.The independent employers shall form the registers of their employees.
