Article 59 Political Constitution of the United Mexican States

Senators and deputies to the Congress of the Union may not be reelected for the period immediately following the exercise of their mandate.

Substitute senators and deputies may be elected for the immediate period with the character of principals, provided they have not been in office; but principal senators and deputies may not be elected for the immediate period with the character of substitutes.
