No penalty shall be applied to anyone who incurs the conduct indicated in the first paragraph, second section, of article 418, nor to anyone who transports the firewood or dead wood referred to in article 419, when the activity is carried out for domestic use within the rural, Indigenous or Afro-Mexican community to which he belongs.
