Article 1008 Federal Labor Law
TITLE SIXTEEN. Responsibilities and Sanctions

The administrative sanctions dealt with in this Title shall be imposed, as the case may be, by the Secretary of Labor and Social Welfare, by the Governors of the States or by the Head of Government of Mexico City, who may delegate the exercise of this power to the subordinate officials they deem convenient, by means of an agreement that is published in the corresponding official newspaper.
