Article 414 Federal Labor Law

The agreement must be approved by the majority of the employees that are represented in the Convention, as well as by the majority of the employers that have at their service the same majority of employees.

Once the agreement is approved in the terms of the previous paragraph, the President of the Republic, the Governor of the State or the Head of Government of Mexico City shall publish it in the Official Gazette of the Federation (DOF) or in the official newspaper of the State, declaring it a contract-law in the branch of industry considered, for all the companies or establishments that exist or are established in the future in the State or States, in the zone or zones that it covers or in the entire national territory.
