When a Court considers that the conflict before it falls within the competence of another, with citation of the parties, it shall declare itself incompetent and shall remit the records to the Court it deems competent. If the latter, upon receiving the file, declares itself in turn incompetent, it shall remit it to the authority that must decide the question of competence, so that it determines which is the Court that must continue hearing the conflict.
