The Congress or a single one of the Chambers, when it deals with a matter exclusive to it, shall meet in extraordinary sessions each time the Permanent Commission summons it for that object; but in both cases they shall only deal with the matter or matters that the Commission itself submits to their knowledge, which shall be expressed in the respective call.
